Update on travel restrictions in Vietnam due to COVID-19 pandemic outbreak (April 22)

From 00:00 am April 23, 2020: Social distance campaign will end, except some areas of Hanoi (including Me Linh, Thuong Tin) and 2 provinces (Ha Giang and Bac Ninh)

According to conclusions of Prime Minister Nguyen Xuan Phuc at the Governmental Permanent meeting this afternoon April 22, 28 provinces and city belonging to a high-risk group and a group that is prone to spread Covid-19 as listed on April 15 will be stop social distancing measure regulated in the Directive no.16, except provinces Ha Giang, Bac Ninh and some districts inside Hanoi (such as Me Linh, Thuong Tin and some areas where there are infected cases with coronavirus which do not last over 14 days).

However, festivals, events, sports activities with mass gathering etc are still halted;

  • Supermarkets, shops have to have social distance measures;
  • Free entrance is still not allowed;
  • Welcoming foreigner tourists is still not accepted yet.

Some compulsory requirements are:

  • Wear protective face masks in community activities, at school, at the markets, participating in public traffic.
  • Frequently antiseptic hand washing, even sanitize vehicles, tools or places where viruses can penetrate; keep minimum distance between person to person in frequent activities such as production- business, classes, restaurants.

 

As at 18:00 April 22, 2020, in Vietnam, there are a total of 268 cases with Covid-19 , of whom 160 cases come from abroad, making up 59,7%; of whom 108 cases are from community infections, accounting for 40,3% according to data of Ministry of Health (Vietnam). 223 people have been recovered, only 45 cases have been treated.

  • Total people who have close contacts and entry from pandemic areas and have been supervising their health (in quarantine) is 67.022, among them
    • Quarantine at hospitals: 358;
    • Quarantine at other places: 18.263;
    • Quarantine at home or at their residence: 48.401.

 

From now up to April 22: Maximum social distancing will be extended in some provinces including Ho Chi Minh city and Hanoi, although restrictions will be lifted in some areas outside of Vietnam’s main cities.

On Wednesday April 15, Prime Minister Nguyen Xuan Phuc made a decision to extend Directive no.16 on coronavirus lockdown for at least one week in some localities before this Directive has been to set to expire.

The government has categorized provinces and cities into 3 groups:  High-risk group, risk group and low-risk group

Provinces which are highly prone to Covid-19 consist of 12 regions namely Ha Noi, Lao Cai, Quang Ninh, Bac Ninh, Ninh Binh, Da Nang, Quang Nam, Binh Thuan, Khanh Hoa, Ho Chi Minh city, Tay Ninh, Ha Tinh.

This group extends the coronavirus lockdown until April 22 or April 30, depending on specific situation of spread of Covid-19 in community. Maybe some cities and provinces would be an addition to this group if the infection spreads.

For the group which are prone to the new coronavirus including 15 locations namely Binh Duong, Can Tho, Dong Nai, Ha Nam, Hai Phong, Kien Giang, Nam Dinh, Nghe An, Thai Nguyen, Thua Thien Hue, Soc Trang, Lang Son, An Giang, Binh Phuoc, Dong Thap, they will carry out both Directive no.15 and no.16 until April 22. Next decision will be given on April 22 depending on a pandemic situation.

Low-risk group including 36 remaining cities and provinces will continue to execute Prime Minister’s Directive no.15 well.

Entrance and exit control policy will be extended till April 30. Considering solving cases of Vietnamese people living abroad who have urgent requirements and extreme difficulty situation to be back home.

Update on Covid-19 cases in Vietnam

Total cases of COVID-19 in Vietnam (as of 6:27 pm on April 15, 2020)

 

For 15 days starting midnight on April 1, 2020: All people in Vietnam are to be called for practicing nationwide social distancing to curb the spread of COVID-19 pandemic. The directive no.16/CT-TTg issued by Vietnamese Prime Minister on March 31 asked all residents and visitors to perform urgent measures such as: self-isolation, stay at home, only go out for necessities, including food, medicine, medical care, work in the factories, in the places of manufacturing, businesses trading service, necessaries which are not shut down, suspended and other urgent cases; strict performance of keeping a distance of at least two meters when communication; the gathering of more than two people is also interdicted outside workplaces, schools, hospitals and public areas. From 00:00 on March 30 until at the end of April 15: Domestic airlines are just allowed to exploit one flight/a day/route between Hanoi – Ho Chi Minh– Hanoi, route Hanoi – Da Nang/Phu Quoc – Ha Noi and route Ho Chi Minh – Danang/Phu Quoc – Hanoi. That’s the order of Ministry of Transport signed by Deputy Minister of Transport Le Anh Tuan this afternoon March 29, about limiting domestic flights to prevent the infection of Covid-19 pandemic. “Apart from these flights, all other domestic flights from/to Hanoi and Ho Chi Minh have to suspend. From Ho Chi Minh city

Beginning 18:00 on March 24 until the end of March 31: all food and beverage businesses with a capacity of over 30 people across the 24 districts of Ho Chi Minh city, billiards, the gym, spa lounges, a hairdresser’s parlors,… have to cease operations to prevent Covid-19 pandemic.

Before, since March 15, all of 180 discos, bars, beer clubs, nearly 500 karaoke lounges, massage parlours, cinemas, online game center have been closed as per the conduct of the city’s authorities.

From March 25th – March 31th, 2020: Airlines will stop to transport Vietnamese passengers from foreign countries to Tan Son Nhat airport. Specifically, on March 23rd, Ministry of Transport has asked Vietnam Aviation Department to inform all airlines of the above information. This is just to follow the conduct of the Government. Flights from foreign countries to Vietnam lead an overload of quarantine areas. (Refer to news of Vnexpress)

Beginning March 22nd, 2020 00:00 (GMT +7): Vietnam temporarily suspend entry of all foreigners due to complicated and rapid escalation of the novel coronavirus disease (COVID-19). This temporary ban of entry shall be applied to all overseas Vietnamese and their spouses and children who have been granted with certificate of visa exemption.

Those entering Vietnam on diplomatic and official purposes, or those being experts, business managers, highly skilled workers, relevant agencies shall issue visa if necessary. These entrants shall be subject to mandatory health check-up and other regulations upon arrival at the ports of entry and shall have a mandatory self-quarantine at their place of residence in accordance to relevant regulations.

Since March 21, all passengers arriving in Vietnam shall be subject to a mandatory 14-day centralized quarantine, as per the announcement of Deputy Minister of Transport Le Anh Tuan and at the request of the Steering Committee for COVID-19 Prevention and Control. Summary notice in Vietnamese about the temporary ban of entry for all foreigners arriving in Vietnam effective from March 22, 2020

Vietnam Airlines

Vietnam Airlines, the nation carrier, will temporarily stop all international flights until April 30th, 2020 (the estimated day)

From March 21st  to April 30th, 2020: flights to and from Southeast Asian countries, including Singapore, Thailand, Indonesia, Laos, Cambodia, Myanmar will be halted.

From March 23rd to April 30th, 2020: flights to and from the UK and Japan will be temporarily suspended.

From March 24th to April 30th, 2020: , flights to Germany and Australia will be stopped while those returning to Vietnam will be halted from the 25th of March.

Previously, Vietnam Airlines has temporarily suspended services connecting Vietnam and China, Hongkong, Macau, South Korea, France, Russia, Malaysia, and Taiwan.
